A 20 per cent reduction in carbon dioxide emissions by the year 2005 was proposed as a global goal."},"content":{"rendered":"<p>1989 &#8216;Vic to counter greenhouse&#8217;, <i>The Canberra Times (ACT : 1926 &#8211; 1995)<\/i>, 5 June, p. 2. , viewed 26 Nov 2021, <a href=\"https:\/\/trove.nla.gov.au\/newspaper\/article\/122267775?searchTerm=global%20warming#\">https:\/\/trove.nla.gov.au\/newspaper\/article\/122267775?searchTerm=global%20warming#<\/a><\/p>\n<p>MELBOURNE: The Victorian Government announced a major package of measures yesterday to counteract the greenhouse effect.<\/p>\n<div class=\"zone onPage readMode\" data-page-id=\"12988272\" data-x=\"140\" data-y=\"866\" data-w=\"837\" data-h=\"1311\" data-rotation=\"-1\">\n<div class=\"paragraph onPage\">\n<div class=\"line editMode\">\n<div class=\"read\">The announcement follows 12 months&#8217; planning by leading government departments into<\/div>\n<\/div>\n<div class=\"line editMode\">\n<div class=\"read\">measures to combat the greenhouse effect and its impact on the ozone layer.<\/div>\n<\/div>\n<\/div>\n<div class=\"paragraph onPage\">\n<div class=\"line editMode\">\n<div class=\"read\">The package was issued by the Premier, John Cain, on the eve of World Environment Day.<\/div>\n<\/div>\n<\/div>\n<div class=\"paragraph onPage\">\n<div class=\"line editMode\">\n<div class=\"read\">Key features, of the plan included major new tree-planting programs, new programs to con-<\/div>\n<\/div>\n<div class=\"line editMode\">\n<div class=\"read\">serve energy and increase motor vehicle fuel efficiency and investigations into alternative energy sources.<\/div>\n<\/div>\n<\/div>\n<div class=\"paragraph onPage\">\n<div class=\"line editMode\">\n<div class=\"read\">Mr Cain said Victoria had an opportunity to show the way to the rest of Australia and many<\/div>\n<\/div>\n<\/div>\n<div class=\"paragraph onPage\">\n<div class=\"line editMode\">\n<div class=\"read\">parts of the world in effectively tackling the greenhouse effect.<\/div>\n<\/div>\n<\/div>\n<div class=\"paragraph onPage\">\n<div class=\"line editMode\">\n<div class=\"read\">&#8220;Australia and other highly developed countries have a responsibility to show leadership in<\/div>\n<\/div>\n<div class=\"line editMode\">\n<div class=\"read\">tackling the greenhouse effect,&#8221; Mr Cain said, The greenhouse effect is the gradual <span class=\"highlightedTerm\" data-x=\"676\" data-y=\"1718\" data-w=\"46\" data-h=\"29\">global<\/span><\/div>\n<\/div>\n<\/div>\n<div class=\"paragraph onPage\">\n<div class=\"line editMode\">\n<div class=\"read\"><span class=\"highlightedTerm\" data-x=\"190\" data-y=\"1751\" data-w=\"8\" data-h=\"38\">warming<\/span> caused by the increasing concentration of certain gases in the atmosphere.<\/div>\n<\/div>\n<\/div>\n<div class=\"paragraph onPage\">\n<div class=\"line editMode\">\n<div class=\"read\">Moves were already under way for the development of an international agreement guarantee-<\/div>\n<\/div>\n<div class=\"line editMode\">\n<div class=\"read\">ing the protection of the atmosphere, but this would take some years to accomplish, he said.<\/div>\n<\/div>\n<\/div>\n<div class=\"paragraph onPage\">\n<div class=\"line editMode\">\n<div class=\"read\">In the meantime, there is a significant role to be played by governments and communities such<\/div>\n<\/div>\n<div class=\"line editMode\">\n<div class=\"read\">as ours. Government can give the lead and take steps in regard to public services and projects.&#8221;<\/div>\n<\/div>\n<\/div>\n<div class=\"paragraph onPage\">\n<div class=\"line editMode\">\n<div class=\"read\">The government&#8217;s draft strategy, The Greenhouse Challenge \u2014 the Victorian Government&#8217;s<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"zone onPage readMode\" data-page-id=\"12988272\" data-x=\"977\" data-y=\"866\" data-w=\"789\" data-h=\"1311\" data-rotation=\"-1\">\n<div class=\"paragraph onPage\">\n<div class=\"line editMode\">\n<div class=\"read\">Response, said that by 2020 the state could be on average two to four degrees warmer in winter and summer.<\/div>\n<\/div>\n<\/div>\n<div class=\"paragraph onPage\">\n<div class=\"line editMode\">\n<div class=\"read\">In general, sea-level rises in the range of 10 to 30 centimetres by 2030 and 20 to 70 centimetres<\/div>\n<\/div>\n<div class=\"line editMode\">\n<div class=\"read\">were expected by 2080.<\/div>\n<\/div>\n<\/div>\n<div class=\"paragraph onPage\">\n<div class=\"line editMode\">\n<div class=\"read\">The draft strategy covered five main areas:<\/div>\n<div class=\"read\">Research to provide more detailed and reliable information about the greenhouse effect and<\/div>\n<\/div>\n<\/div>\n<div class=\"paragraph onPage\">\n<div class=\"line editMode\">\n<div class=\"read\">its impacts on Victoria.<\/div>\n<\/div>\n<\/div>\n<div class=\"paragraph onPage\">\n<div class=\"line editMode\">\n<div class=\"read\">Limitation of greenhouse gas emissions, particularly by reducing dependence on fossil fuels<\/div>\n<\/div>\n<\/div>\n<div class=\"paragraph onPage\">\n<div class=\"line editMode\">\n<div class=\"read\">such as brown coal.<\/div>\n<\/div>\n<\/div>\n<div class=\"paragraph onPage\">\n<div class=\"line editMode\">\n<div class=\"read\">Public information and education to increase community awareness and change people&#8217;s be-<\/div>\n<\/div>\n<\/div>\n<div class=\"paragraph onPage\">\n<div class=\"line editMode\">\n<div class=\"read\">haviour.<\/div>\n<\/div>\n<\/div>\n<div class=\"paragraph onPage\">\n<div class=\"line editMode\">\n<div class=\"read\">Long-term planning to cope with future climatic change.<\/div>\n<\/div>\n<\/div>\n<div class=\"paragraph onPage\">\n<div class=\"line editMode\">\n<div class=\"read\">Development of a coordinated national approach.<\/div>\n<\/div>\n<\/div>\n<div class=\"paragraph onPage\">\n<div class=\"line editMode\">\n<div class=\"read\">&#8220;The most complex problem relates to reducing emissions of carbon dioxide, the main green-<\/div>\n<\/div>\n<div class=\"line editMode\">\n<div class=\"read\">house gas,&#8221;<\/div>\n<div class=\"read\">Mr Cain said. &#8220;This state&#8217;s reliance on electricity produced from brown coal is well known, and it is the source of about half our total carbon dioxide emissions.<\/div>\n<\/div>\n<\/div>\n<div class=\"paragraph onPage\">\n<div class=\"line editMode\">\n<div class=\"read\">&#8220;At an international conference in Toronto, Canada, last year, a 20 per cent reduction in carbon dioxide emissions by the year 2005 was proposed as a <span class=\"highlightedTerm\" data-x=\"1216\" data-y=\"2004\" data-w=\"88\" data-h=\"35\">global<\/span> goal.<\/div>\n<\/div>\n<\/div>\n<div class=\"paragraph onPage\">\n<div class=\"line editMode\">\n<div class=\"read\">&#8220;The Victorian Government will aim for this objective as an interim target for planning pur-<\/div>\n<\/div>\n<div class=\"line editMode\">\n<div class=\"read\">poses, subject to review in 1991.&#8221;<\/div>\n<\/div>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>1989 &#8216;Vic to counter greenhouse&#8217;, The Canberra Times (ACT : 1926 &#8211;
